This NASA video does a great job explaining how they make satellite measurements of Earth's radiation budget. CERES instruments have been taking the Earth's temperature for more than 30 years. The measurements from CERES are coupled with MODIS instruments which measures clouds, ash clouds, dust storms and land cover to understand what features are affecting Earth's energy budget.
